Hi

As per my consultant, my CSR score under skilled Workers Express Entry programme will be around 430. PNP programmes take a long time. Should I keep some hopes to get through express entry soon as cut off are as high as 444 in 2018.

The score hasn't dropped below 440 all year.

You should see how you can increase your score. Have you maxed out your language points? If not, take IELTS again and achieve a higher score.
 
My IELTS is L-8.5 , R-7.5 , W-7 , S-8

I am 36 years , 10 years of work experience , As per WES I have Bachelor's degree(4 years) and Two PG diplomas of one year Each.

unless you do a Master, even if you max out your IELTS you will not get more than 436 (which is still not enough). considering your score will decrease due to your age, I would suggest you check for PNPs as the best option

Correction, he can also learn French. Albeit by scarifying 5 to 10 points (1 to 2 years until he will get to CBL 7) he will get 30+ points from that one. So netto 20+ points (after calculating donw his aging). That would push above 450 points.
