Basically what the title says. I know the fees are split int $490 and $550, plus $200ish for OWP. Can I pay part of these fees upon submission, or do they HAVE to be paid ALL upfront?

I don't have enough $ to drop nearly $1200. Which should I pay first, if possible?

Not sure about paying in installments, but you can choose to not pay up front the right of permanent residence fee ($490).

The OWP is $255 total.

The $490 can be paid later, prior to landing. The rest upfront and make sure to pay $255 for the OWP.

I believe the initial payment of $550 is required in order for them to start processing your app. I payed the 490 just after the PA received eligibility passed email.

You can pay $490 as late as your landing, I believe.

Like Galch-os stated, $550 is required up front. Combine that with the OWP fees, you're looking at $805 at the start. Maybe that's more manageable?

Other expenses to consider are cost of any police certificates if not all ready attained and the medical cost which can range from around $250-550 depending on province.

It’s not a cheap process though it’s a one off life changing thing.
