I'm planning to pursue bachelors in computer science(4 year course) in a university of Canada from the September. The duration of they post study work visa would be 18 months. Is this a decent duration to get a pr in the country?

You’d need to have at least 12 months of Canadian work experience, so it really depends how long it takes for you to get a job. Pretty sure you can get one in less than 6 months.

FYI - If you complete a 4 year course the duration of your PGWP will be 3 years (not 18 months).
 
Does it matter that how much do we earn?

Yes - it matters to some extent. The job has to be skilled and you can't be too underpaid. So if you are working as a computer programmer for example, you cannot be making minimum wage - you have to be making a wage that is inline with what this occupation is paid.
