Because Canada is a socially funded health care system, you will probably find it difficult to arrange a location for treatment as the system is designed to aide residents first and foremost. As previously posted, you would probably find other countries more accepting and easier to access for medical services than Canada.
Many cosmetic dermatologist are private practice so you could likely find a dermatologist if the issue is actually a dermatology issue. It could be very expensive. Skin issues can indicate various illnesses that aren't dermatological so would recommend another country

We can't diagnose you, tell you what treatment will be necessary or tell you whether a doctor will have availability. It all depends. Have you tried to get a visa to enter Canada? That may be difficult. Why did you not consult doctors in South Korea? I would email a cosmetic dermatologist in private practice in Canada to explain your situation and whether they would be able to treat you and at what cost. Yet again it would make sense to go somewhere closer and less expensive. Yo may need multiple treatments or follow-up.

That's not how doctors work. If you want information you will have to contact them yourself and they will need your previous medical records, pictures, etc. Burns may be treated with multiple laser treatments or sometimes skin grafts. These are all longterm treatments that are not able to be done on a vacation. Laser treatment will likely be multiple thousands of dollars and skin grafts/surgery are easily tens of thousands or more. You should go somewhere with high tech medical care that is closer to home so you can make frequent trips. I have already suggested excellent options like Singapore, Malaysia, Taiwan, etc.
