So , i read in many facebook pages about free immigration to Canada for 2019
so for some one have 27 years old with a diploma from Tunisia university can he ask for immigration ?

There is no free immigration to Canada. If you wish to immigrate to Canada, you will need to qualify and apply through one of Canada's immigration programs.

Any facebook pages that is telling you there is free immigration to Canada is a scam.

Information about Canada's immigration programs can be found in the link below. I would recommend you start by researching the Express Entry program. The Express Entry program is a points-based program and right now you need to have 440+ points to be selected. You'll need to calculate how many points you have under this program. Unfortunately you will lose significant points due to your age. You should also look into the Provincial Nomination Program immigration streams.
