Please be advised that, IRCC has recently updated the kit for Spousal Sponsorship Application. That being said, the document checklist and the forms have been updated.

As per the new kit, you must obtain the original police certificate(s) from the following countries prior to the submission of your application:

a) From the country where you currently live (if you have lived there for 6 months or more) AND

b) From the counties where you have spent most of your life since the age of 18

Note:
  • If you have lived in Canada for the last 6 months, or have lived in Canada for most of your life since the age of 18, IRCC will request the Police Certificate on your behalf. You do not need to submit a Canadian Certificate.
  • Some countries may need consent from IRCC to issue a Police Certificate. If so, you should submit the consent form to us in place of the Police Certificate. We'll Assess the consent form and start the Police Certificate request.
As per the new kit, we cannot submit the application without the Police Certificates.

My father has been granted his permanent residency in Canada and my mom, my siblings and I already submitted our passports.

When we checked my dads cic account it says that our document is valid and there’s something i notice it says that our status says “COUNTERFOIL” with an expiry date within a month.

What does that mean? Is that a positive thing?

Yes...A temporary resident visa (TRV) is an official counterfoil document issued by a visa office that is placed in a person's passport to show that they have met the requirements for admission to Canada as a temporary resident.

We are not applying for temporary resident but permanent residency.

Yes, it is positive. It just means your passport is ready for pick-up or is getting delivered back to you now. A counterfoil is something that will be stickied to your passport before someone from a non-visa exempt country can enter Canada. If I'm not mistaken, that's basically your visa.

Yeah this is my guess also base from other forums that I read. I really hope we get our passports back soon. I’m being positive now.

Thank you Synoptic!
