How to sponsor your dependent?

I got my pr by common law partner this year. But our relationship seems no longer making us happy. So we decide to break up. Here's my questions.

1. Is there no obligation to stay with your sponsor after you get a pr?

2. I have a child back home. I put her name on my application when I applied pr. When can I sponsor my dependent? She is 10 year old.
