Hello,
I live on a tiny island in the south of Japan, and there are no courier services available here.
I was wondering if it was safe to send my wife's visa application by normal mail, even with Post Canada on strike.
Does anyone have any experience with this?

There is a looming threat of a work stoppage, but it hasn't started yet. If you're going to send anything via Canada Post, I would suggest that you send it as soon as you can. Nobody apart from the worker's union really knows when the strike happens.
 
You could try Japan Post EMS. It's extraordinarily fast, though maybe you don't have it? It's almost a courier service .
