I got assessment for masters only n it was ok. You can do the same too. All the best
 
Although you technically only need your masters degree assessed, you may want to have your bachelors degree assessed at the same time in case the organization does not rate your masters as Canadian equivalent. If you are using WES, you can use their evaluation tool to get a preview of what they might rate your degree(s) as.

Personally, I only had my masters assessed, but I got my degree in the US and there usually aren't any issues with masters being rated as equivalent in the US.

If it's a complete Master's degree, yes of course.
Some people do post graduate diplomas and complain it didn't get evaluated as Masters.
You're good to go to evaluate your highest degree only. But of course, you can have your bachelors evaluated as well. I mean it's any additional cost, might as well.

But if masters is evaluated and point will be given on based of highest education degree , then what’s the point of getting under graduate degree evaluation.

Yes, points awarded for highest degree indeed.
Technically, you're right, there is no point in regards to your express entry/PR application itself.
But because you're paying the same amount, some people may argue that you might as well go ahead and assess your next degree in case their highest degree doesn't get evaluated as Masters. Overly cautious indeed. Just to get the best return for your money.
Totally up to you. If it's a real hassle to get transcripts sent by your school to WES or to yourself, there is no point really...

It does make sense so there is no need to pay extra for one and more degree .
