My girlfriend and I have been in an online relationship and we plan to take it further. She currently lives in the US and I live in Ontario. Our current plan is that she comes here mid June 2019 and we'll both get part time jobs to be able to rent out an apartment. The only thing I'm unsure of is if she would be able to work as soon as she got here and if she'll be able to apply for colleges after living here.
 
She can't "technically' move to Canada. If she shows up at the border looking like she is moving here, she will be denied entry. Unless she has a valid work permit she won't be able to work legally in Canada. she can enter Canada as a visitor and likely remain 6 months. You would need to apply for an extension just prior to the 6 month expiry of her stay. after living with you for 12 months continuously, you would be able to apply for common law sponsorship. Keep in mind that during the one year cohabitation to meet common law, she would have no access to healthcare unless she pays out of pocket.
Or you could just get married and sponsor her right away.

How/where/what are the requirements to apply for a work permit.

She can't just "move" to Canada. She can enter as a visitor (no working, no Studying full time) or she needs a student visa or work permit. Other than that, you would need to sponsor her as a spouse/common law partner (don't even look at conjugal....it won't work for you) or she needs to find a way to immigrate on her own. She has no entitlement to work in Canada as a visitor.
 
I guess she just wont be able to come here then... How long would she need to wait in order to work if we dont have a work permit. Perhaps I can afford it until then.
 
Do some research on work experience programs for Americans in Canada. You might find some options for her there.
 
Would any one of you be willing to message me on a more immediate platform? I now have serious concerns and questions about study here.
