Can someone help with this question, we are due to move to Canada towards the end of October, I hold a Canadian passport and my son does also, my question is we were told that my wife who holds a UK passport applies for PR when she arrives in Canada with myself and our son, is this correct ?? or should we have applied for PR for my wife from the UK before arriving in Canada, also when she comes to Canada she has her ETA, does she need a visa to enter with us, she is not panning employment for at least a year.

If she can get into the country, you can certainly apply for an in-Canada class spousal sponsorship. However, the challenge is getting her into the country.

An ETA is not an entry visa, it just means that they are authorized to travel to Canada. A border officer will still make the entry determination, and the entry determination is based on whether or not the person will leave Canada at the end of their visa. So you will be possibly required to prove an ability and an intention to leave - due to ties to the country of origin, jobs, property, family, etc., outside of Canada. If the border officer believes that you are likely to overstay a visa, then they will deny entry to Canada.

You are talking about the differences between 'Inland' and 'Outland' spousal sponsorship. Some reading on the pros and cons here:

You can do either, but to do an Inland application, you must first actually be in Canada. Alternatively, you can apply now 'Outland' then once your application is properly lodged (got AOR1 or Sponsor Approval), you can then go to Canada under 'Dual Intent'.

All that an ETA does is allows you to get on the plane in the first place!
