What do you mean exactly by experience letter? What does it contain?...
Don't forget that the core of the program is "Skilled Workers", meaning they want to see experience in a specific NOC which visa officers can confirm. For that, the letter needs to mention your duties, in addition of course to salary, full-time/part-time, hours per week...etc.
Work experience and/or reference letters not up to CIC standards is arguably the most common reason for rejections. You're probably better off trying your best to contact your previous employer for that. If it's truly impossible, write a letter of explanation stating and showing that you genuinely did your best... But there is no guarantee it will go through.
Cheers

it only consists my designation (NOC 9232) and years i have worked.its in companys letterhead and signed by CEO.
so for job duties can i get a informal letter from a current employer who works there and with his sign.will it work.

I'm not sure about that, so I prefer not to send you in a wrong direction.
Kindly calling more senior members to pitch in.

If he works there, can't you just ask him to put it on company letterhead and stamp it?
