Family sponsorship 21 year old dependant

Hi:
I have a question about family sponsorship.
I am sponsoring my parents and got selected through the draw.
I have a sister who is dependent on my parents and is currently 21 year old.
According to the 2017 rules, she is a type A dependent.
Can she be sponsored as well through my parents sponsorship appplication?

Provided the application is submitted while she is still 21 years old, she MUST be included as a dependent.
