Can we still get PR if lmia is refused under CEC? if lmia got refused or is negative but without that you still get CRS cut off can we still get PR?

Assuming you meet other minimum entry requirements on the strand you apply for and you are OK with the tie breaker rules if your CRS matches the draw points. The officer would deduct the points allocated for LMIA and if you are still above the CRS threshold I think you should be OK. This assumes you have not made any misrepresentations regarding LMIA.

There is no requirement to have a valid job offer to qualify for CEC. Not really sure what you're asking or what stage you are at in the process, so I'm not sure if that answered your question.
