Hi,

I would like to know if Canadian citizens who live abroad must pay taxes on their income. If yes, when was this rule aplied? Also if they do need to pay taxes, what happens if they haven't been paying for a long while (while not knowing about this rule). Please explain any steps that must be taken if possible. Thank you!
 
They have to pay taxes on their global income if they have residential ties in Canada. Things like spouse, children, home (some conditions, etc).

Would you know if the citizin lives outside of Canada would he be considered a resident because he has a house that his mother lives in and doesn't pay rent for?
 
I'm not a tax accountant. Would likely depend if the family is supporting the mother financially. Also guessing they are claiming this as a primary residence. You really need to consult a tax accountant. You'll need to ask if you are a resident for tax purposes.
