can someone point me in the right direction.. google has not been my friend today.
wiki indicates that giving birth in Canada does not grant the baby citizenship. But many other sites say that it does grant citizenship. I can’t even seem to find anything on the topic on CIC. Can someone point me in the right direction? Thanks!

If the baby is born in Canada, it is automatically a citizen. The only exception is if the baby's parents are here as foreign diplomats.
 
Note that giving birth in Canada will afford the parents no rights within Canada and you will need to leave after you give birth (and pay the bill).

Under paragraph 3(1)(a) of the 1977 Act, any person who was born in Canada on or after 15 February 1977 acquires Canadian citizenship at birth. The Interpretation Act states that the term "Canada" not only includes Canadian soil, but also "the internal waters" and "the territorial sea" of Canada, with the term "internal waters" being defined as including "the airspace above".[8] Hence, Immigration, Refugees and Citizenship Canada considers all children who were born over Canadian airspace as Canadian citizens.[9] In one 2008 case, a girl born to a Ugandan mother aboard a Northwest Airlines flight from Amsterdam to Boston was deemed a Canadian citizen because she was born over Canadian airspace.[10]
 
I understand. But doesn’t this http://laws-lois.justice.gc.ca/eng/acts/C-29/page-1.html#h-3 contradict that, or am I reading it wrong?

I have a family friend in the process of PR with Quebec. This question just came up because they don’t want to put their life on hold while on a long term work visa. If that makes sense.

Not sure how they are putting their life on hold. They are in Canada on a longterm work visa in the process of PR. They likely already have qualified for their provincial healthcare plan so yes their child will be Canadian if both parents are woking legally in Canada. Your original question was missing a lot of relevant information.

My apologies on that. Thy were reading the justice link I quoted earlier and I kept reading it incorrectly. So to them, they couldn’t have kids until their PR came in because the baby would be Canadian citizen however, it seems like they were reading it incorrectly.
