Data in File once withdrawn

i put the file for canada immigration in 2016 that expired in 2017 and also i have withdrawn fule few days ago.can someone suggest me if i want to put the file again in express entry , then my previous data will be visible to the officials once selected for ita

If it's in the IRCC systems, anywhere, you should assume that they have access to it.

It was in pool with 370 crs ... and niw its expired and i have withdrawn it too. Now i want to put the file again with masters degree becoz previously my agent only put my graduation degree for WES .
My question is whether it womud be ambiguous that why i have nt put my masters and did WES for masters in previos file.

No. You can update your EE profile anytime before you get ITA.
Post ITA, ypu can update some details but it shall not result in lower CRS score.
