if an international student didn´t work during 2 months while he was studying, do you think is possible to work those hours the next months?
example: working hours during
january:0
february:0
march: 160
april: 160
total hours worked 320 / 4 months = 80 hours per month
do you think this is allowed?

No that is not legal. 20 hours per week is allowed for international students to work part time in a month. If you decide to work 80 hours to makeup not working during those months, that is considered illegal. IRCC will judge you based on hours worked in a week.
