I submitted my application for Canada student visa in April (online application) and was supposed to be processed in Singapore.. But I don't know what happened it's was processed inside Canada and I receive mail that my visa was approved but no Passport request message. So I call IRCC number.. I was told it was supposed be processed in Singapore. The next day my application change from approved to submitted..... Should I still be expecting positive results

1: It has already been processed at their headquarters (Ottawa) If not Ottawa let me know where it was processed but might take a few days .
2: I believe CIC is a team with well trained professionals so I don't expect them to refuse it after it has formally been approved

This is the details of what happened.. Like I have said it was supposed to be processed in Singapore.... So it was process at case processing center vegreville and my visa was approved and I receive the letter of introduction ..when I did not received ppr request... Then I was told my case was transferred back to Singapore.. Then my status change from approved to submitted... And now Singapore my status is showing review eligibility.......
