Post grad work permit outside of Canada

if I’m applying for a post grad work permit outside of Canada . Do I need to apply for desperate Application for Visa? Or once I file application for work permit outside of Canada and mention that I’m currently outside they will provide me with both?

if You need a TRV for Canada you will need to apply separately if your current one has expired . Others can comment but should be straight forward if you still have a study permit or once your PGWP has been approved .Not sure what you meant by desperate application, maybe meant urgent ?
