I am inland and the call center confirmed this week that my file are being processed in Winnipeg. It looks like they transfer inland applications to other local Canadian offices

Very true, I know people who got AOR between 1st - 6th December 2017 that got MR this week. This was as at Thursday.

UCI Jan 23, 2018.
NO MR yet. Is this normal delay?
