if a child graduates from High school and the parent has a valid PGWP, can we apply for her Open Work permit?

No - the child doesn't qualify for an OWP. Only the spouse qualifies for an OWP (provided their spouse on the PGWP has a NOC A, B or 0 job).

If the child wants to work, she would need to change over to a study permit to study full time at a college or university level. Once her classes begin, she will be able to work up to 20 hours a week off campus.
