Refugee applying for TRV

Hello,

I was wondering if anyone can help me with an inquiry a friend has. He has applied for refugee in the U.S., but no decision has been made for his case in the last 2 years. He was wondering if he could apply for TRV to Canada in case he gets refused on the US and he has to travel to Canada to apply there. He has an open work permit, a job, a house, bank account, cars and so much more belongings in the US that show he has strong ties in the US. He doesn't have a green card, so I was wondering what are the chance if gets a TRV if he applies because no decision has been made on his case in the US.

Only thing he can do is apply for PR via economic stream.

Not sure if he can claim any points for work experience gained while he is a refugee claimant in the US
