What is the entire process of buying a pre-owned car? I'm landing in Quebec and will be getting a Quebec driver's licence as soon as possible. Currently I only have my UK & Hong Kong licence with their respective IDPs. Would this suffice to buy a car? WIll a dealer go through all the paperwork for me?

Go to a dealer and buy one. The dealer does handle the paperwork. You will need to buy insurance. Most car dealers can help you with that or at least refer you to someone that can.
If you have an international drivers license that can be used in Canada you are good.

Be careful where you buy a car. There are a lot of unscrupulous used car dealers out there. Make sure it is safetied at a minimum.

Probably indirectly.

You need a driver's licence to buy insurance.
You need insurance to register the vehicle.

My girlfriend is coming to Quebec as student, which entitles her to use her own licence for the duration of her stay. Anyhow, we are both getting a Quebec licence after we land.

Yaa shaikh go for used cars or demo cars which is dealer maintained you can get up to 8K-12K off from the cost of a new car

What shape do you want the car to be in? $5000 might get you something with 150K plus KMS, it might pass safety, but expect some kind of repairs soon and then you have taxes and insurance.
