Hi,
My spouse is Canadian and I am Iranian. We were married in 2014 and have a little girl and currently, we live in Iran. We are going to come to Toronto-Canada for the rest of our life.
I check the CIC website and download all forms of “Family Class: Spouse, Partners and dependent“. After reading forms, we learned that we have two options:
1- My spouse leaves Iran, goes to Canada and runs our new life. After that, we submit my application
2- We stay in Iran and submit my application.
I will very appreciate if you can tell me which above options are better and faster or is there an option that we can be together.

Both options 1 and 2 would actually be the exact same as far as your application processing goes. Whether you apply inland or outland depends on where the applicant is located, not the sponsor, so in both of those scenarios, you would be applying outland either way.

If you want to stay together, apply outland from Iran. You could try to get a visa to come to Canada as a visitor so that you could apply inland and be together in Canada, but being from Iran and married to a Canadian it would likely be quite difficult for you to be approved to come as a visitor. If it's not too difficult for you to remain in Iran until your application is approved, you can stay together there and apply right away.

Could you know which one is faster than another one?
Because I have heard that if my Canadian spouse comes to Canada and applies, I will receive my PR after 2 or 3 months. Otherwise, it may take a year or more!

That's incorrect. The target is 12 months.

Some applicants from visa exempt countries get processed quickly (like American applications) but this would not apply to your situation.

Expect the better part of a year whether or not your spouse applies for you outland from inside Canada or remains in Iran with you.
