References & Guarantor on Passport Application

I'm applying for a new passport. I have to put two references and a guarantor on application form. Just wanted to ask if the references and guarantor can have relationship between them. For example two references can be husband and wife.

I don't think it's an issue as long as ( the references ) are not family members for you or your wife.

Yes.
My guarantor and one of my 2 references are siblings
My 2nd reference is my 1st reference’s spouse.
And Everything worked out greatly.
