need help getting visitor visa for my wifes MOM

Got rejected 2 times already. Shes a resident of dubai and wants to come visit for 2 weeks or 3. Thats it. But they wont allow it. my wife is a new PR and she landed in Aug. We have shown proof of everything they asked for and still a no go.

Any tips would be appreciated.

You'll need to tell us the specific reasons why she was refused and what evidence she included in the TRV application to demonstrate strong ties to her home country. Also order the GCMS notes if you haven't already to see the details refusal reasons.

1. Why would she like to visit and for how long?

2. What documents did she submit?

3. Does she live with other dependent family members in Dubai (spouse, unmarried children, in-laws, etc)? Does she own property? Employed or not employed?

4. Has she traveled to visa-required countries (US, UK, Schengen, Australia, NZ, Japan, etc)?

5. When did she apply?

6. What is her immigration status in UAE?

because we're having a wedding reception here, and she wants her mum to come attend it as she doesn't have any family members here

2. What documents did she submit?

we submitted all the bookings we made regarding the reception and we gave them a paper from her husband's company mentioning the salary he gets

3. Does she live with other dependent family members in Dubai (spouse, unmarried children, in-laws, etc)? Does she own property? Employed or not employed?

she lives with her husband and 2 girls one grade 9 who's coming with her mum and the other daughter is staying in Dubai

4. Has she traveled to visa-required countries (US, UK, Schengen, Australia, NZ, Japan, etc)?

no she hasn't

5. When did she apply?

the 1st time was in April and the 2nd application was in 18th of June, 2018

6. What is her immigration status in UAE?

she's a permanent residence in Dubai and she mentioned that in the application and attached a copy of the PR visa
