There's no special process. You do a regular spousal sponsorship application and add them to your lease when they arrive. Getting subsidized housing has more to do with whether you qualify and availability. In the GTA and Vancouver you will likely wait for many years before receiving subsidized housing. You also need to qualify. Disabled people, seniors, etc would qualify before 2 able-bodies adults.
