Hi, I am the primary applicant (study permit), my husband applied for SOWP (altogether) alongwith 2 kids, my husband received biometrics letter same day whereas I am still waiting for biometrics request even after 3 weeks, we also raised a ticket but no answer, what can be the reason?

Then "probably" another VO is looking into his file as online application "sometimes" takes sure form especially in family application or groups.
Paper route "most times" is considerably fair for family application or groups as it is package together on a sealed envelope at the vfs and tend to by a single VO
FYI: this varies from time to time and its not a constant or permanent routine BUT my take is what have happened.
There is no cause for alarm, you'll definitely get a message soon

Also, I am in UAE and the processing time shows 4 weeks, its been 3 weeks already, do you think it can cross processing time too or the decision has to be made within 4 weeks please?
The time limit for processing on CIC website is just an estimated time which of most cases exceeds beyond, depending on the case file they receive. If its few then the processing will be fast and if its much then only them knows when.. In my "opinion" files are picked at random
My advise here, if it exceeds more than the 4weeks processing time, send them a CSE as a reminder to your case
