Some people advice me to drop july intakr and apply for offer letter in another public college for sep intake..is it gud to drop initially studies...and chnhe college..is this effect my PR

The rules for a PGWP are clearly stated that generally only public colleges qualify as per the list in the link below

Never understand why people look so far ahead to PR when the first priority is to sort out a public college then a PGWP then worry about PR. Changing college isn’t likely to affect PR application but who knows what changes might happen in next 2-4 years when you apply for PR.

You should change immediately, there is no requirement to complete the course, make sure you follow the rules about informing IRCC about your course change. Check with the international office at your new college.

Should i drop...because i will not get admission in this intake?

The problem with dropping without getting another program is that you will not be a full time student and will therefore violate your study permit rules, which can cause your permit to be canceled.
See if the college you are going to has an immigration advisor.
