Status question

We are filling out my husband's citizenship app. and there is a section which refers to his status in Canada. This may sound stupid, but I have no idea how to properly fill out that field. He came here on a tourist visa which was valid for 6 mo. Prior to its expiry, we submitted a PR app and an open work permit app. Neither was approved before his tourist visa expired, therefore I am not sure how to define his status between the tourist visa period and the permanent res period, so any help and advice would be highly appreciated!

He will be on "implied status" as a "visitor". He will not be a "worker" until the OWP is received.
