I have 1 year of work experience in a technical field (software development), and 8.5 in IELTS (R9, L9, S8.5, W7.5). I have gotten my WES done (3.4 GPA), and have adequate funds in my bank account. My CRS with 1 year of experience is 416. The cutoff at the moment is 440, and I don't think it's going to fall below 416 any time soon. Should I apply for Express Entry and take my chances? Can I apply only for Ontario Nominee Program (OINP), as it has a cutoff of 400? The consultants and agents give contradictory advice and make false promises. So I turn to you help me out here. Please advise.

OINP nowadays issuing NOIs around CRS 430 these days.

What is your NOC?
 
If you have support from a Friend or Relative, you can apply Manitoba. There is a good chance for you.

Else there is a process but very long. Try SINP

Sorry to disappoint you, but as per my knowledge there is no other instant option. A few passive options are like - french language test, increasing experience (waiting for another year), spousal points may increase you points( if you have spouse).
But try if you could get a job offer from canadian employer, but from this forum i have come know it is also not an easy option.

Ask a few other experienced members of the forum as well.
 
I think I should wait a few months, get more experience under my belt, and learn some french as well.
If you currently hold a Bachelors Degree, then try pursuing Masters through Distance Learning. That will increase your CRS.

Yeah, Study Visa is an option as well. I have 8.5 in Academic IELTS as well, so getting a study visa won't be a problem. I was hoping for PR, but if that's not possible, I'll think about trying for a Study Visa.

You misunderstood me, I was asking you to complete Masters Degree in India to increase your CRS.
