Given your status in Pakistan - any temporary visa won't be possible (study permit, work permit, visitor visa). You would need to look into applying for permanent residency. To qualify for permanent residency, you will need to have at least 1 year of full time skilled and paid work experience and will also need to have at least $12K in savings to be able to establish yourself in Canada. He will need to apply for and be granted a temporary resident visa (TRV). He is extremely unlikely to be granted one however as a refugee. It's easy if you are an Italian citizen and hold an Italian passport holder. Unlikely becauss he still has a strong risk of overstaying. It all depends on circumstances. Does he have strong ties to Italy? Does he have longterm employment? own property? Have family who will remain in Italy? Savings? Reason for visit? If he has most of these things there is probably a better chance but given the condition for refugees in Italy it will be an uphill battle.No claiming asylum there for visit
