Visitor rush application...?

Hello All,

My cousin just remember that he forgot to invite his older brother from his origin country, to visit his family in Canada for his daughter graduation in early coming June. Will he be able to do this in a month time?

Please help. Thank you in advance!

I checked and this link gave the answer of 36 days, plus at least 10 days transit time between "the VAC and IRCC office". What is VAC stand for?

Quote: "When estimating how long you will wait to receive a temporary visa, you must also take into account up to 10 days of transit or delivery time on top of our processing time. The time your application will spend travelling to and from IRCC will vary depending on where you live."

I checked and follow steps on Service Canada website for this temporarily visitor application as follow:
Step 2. Complete the application
Filling out the application
The following are the forms that must be filled out and submitted:

• Application for Temporary Resident Visa (IMM 5257) (PDF, 455.78KB)
• Family Information (IMM 5645 or IMM 5707)
• Document Checklist (IMM 5484) (PDF, 319.47KB)
• Document Checklist – Applicants in Canada (IMM 5721) (PDF, 292.23KB), if applicable

But don't know why I could not download these PDF files?
Would somebody help me to where I can find these files, and download? Thank you.
