Hi guys,
I am sponsoring my application for my parents; Father is the primary applicant and mother is the dependent
With regards to my brother, he is 28 yrs of age and is not financially dependent nor accompanying. Since I do not think I can apply for him as a dependent under the family class I am not including him in my application. I hope this should be fine. Please advise.

Yes, it is fine. Just make sure to include him in "additional family information".

Just do something like this: for the From date, use the date of applicant's last study. For country and state use whatever country the applicant studied.

Schedule A – Background/Declaration (IMM 5669)
Note: This form has a "Validate" button. When you press the “validate” button, any missing information will be identified with a pop-up message or a red square around the fields that need to be completed. You should fill out your form on a computer and validate it to reduce mistakes and help you to submit a form that is complete.

So how does it apply for your brother? He is not dependent.

she never sponsored anyone before.....worked for only 2 years i..e.. 2015-2016,....... having PR from past 5 years and staying in Canada
is there any other requirements? what if she does not work in future?
Then she is eligible as co-signer, if she is not going to work in future that is fine as well.
Because you will only get benefit from her as a co-signer if she makes any income but if not then not making any difference but obviously you can use her income from 2015-2106 and keep her as co-signer.
