I studied in a private college here, and I stopped studying there due to some issues with them - one of the reasons is that they don't qualify for PGWP.
I have been accepted to centennial college and will start on SEPTEMBER, so my question is:
CAN I WORK MEANWHILE?

no you can't, to be safe side keep studing in private college, drop in september and join centennial . by the time do all necessary paper work with centennial like paying fees etc.
 
I cant continue there because my husband got a refusal for his open work permit because its a private college. So I had to drop and change!

To get a work permit you would first need to secure a job offer and then your employer would need to obtain an approved LMIA. That's the only way. Note that LMIAs can often take 4-6 months to obtain.

As clearly explained by scylla, your employer would need an LMIA.

Expect that you and your spouse will not be able to work until you start studying in September.
 
I'm working as a receptionist in a real estate company.

Pretty much zero chance of LMIA approval, so I would bet your employer won't even consider it. It will take months to process and costs them $1000. They can easily hire a new receptionist instead.

Note that if you are still working, you are working illegally.
