Applying for US tourist /visitor visa from Canada

Hi,

It will be great if someone can guide me. I am a Permanent Resident of Canada. My parents are visiting me from India, they have a Canadian visitor visa. They also want to travel to USA for a week, can I apply their visa from US consulate in Canada. As there travel dates to Canada are almost their, I want to avoid from India as it can take time.

Any experiences and suggestions will be most welcome.
