Do you have any close family members that are Canadian citizens or permanent residents?
If not, you may well be able to sponsor your brother under the "lonely Canadian rule".

If your brother in USA a Canadian PR or citizen?

If not, then you would be eligible to sponsor your brother under 1 "other" relative.

I am asking if your brother is a Canadian PR or citizen. One can be a PR or citizen, but also a resident in USA.
