Which new form are you talking about?

Also, you need to create a new profile now.
Under language and study category, suddenly the form started showing 'in progress'.
I realized that there's a new question that have been added that needed to be answered.
The question was related to French test results which i answered 'No' and submitted the update.
Soon after that, my profile started showing ineligible.

This should not result in profile becoming ineligible as this was added for everyone else also and majority said No. Can you see if something else was also changed by you inadvertently in past ( was in progress) or while answering new questions which resulted in the situation you find yourself in.

No..checked 100 times...there's isn't anything that was changed by me..other than the new question
Is there a way that i can i have my previous profile re-activated as i cannot see a reason as to why this profile is ineligible..!!
Or else i should just atop wasting time and create a new one.
I have just checked in come to canada tool and it again gave me reference id saying that i am eligible to create a EE profile

Any idea what is the difference between French Speaking Skilled Worker Stream (FSSW) and HCP(French Speaking)?
Arent they both meant to be same?
Within HCP if they target certain profiles who have Fench language skills, they call it as HCP targetted NOI from within HCP stream.
FSSW is an altogether different stream with it's own internal quota. FSSW does not have minimum CRS but HCP NOI is issued for a specific CRS range, It is quite a recent case where they sent out targetted NOI within HCP to ones with job offer or french skills.

French-speaking candidates were targeted to assist the province in meeting the Ontario Immigration Strategy’s goal of five per cent Francophone immigration.

In short if one has French skills and meets other criteria FSSW is the correct stream to choose.

Again you are mixing up. Those that were invited with lower score were all people with a valid job offer.

I guess the mixing up parts comes from OINP website itself.

They have several streams.
One is Human capital Priority. In that stream you have to have CRS above 400 points.
Then there is French speaking stream. That one does not have to have any specific CRS points, but they must have French and English.

Now when informing about their draws, they have mentioned HCP even if they were actually sending out NOI for a different stream. So that gave confusion to people.
As each stream has it separate booklet how to apply and what are the conditions to meet.
So if they said that they have issued NOI to French speakers with CRS between 340 and 440 points, they cannot call it HCP. Yes most requirements are the same, but not all of them.

Funny enough they did it only in one week. If ever they invited people with French language but with no or weak English and below 400 points, then such NOI would be useless. Because according their own rules you cannot apply to neither HCP nor to French stream as you would not meet criteria for either of them.

People with job offer do have additional option there. They can still apply for the paper based stream (since they have only 3 EE streams). So once they got nominated, they have to send paper package to CIC.

Classy Ontario, confused as always.

Regarding HCP (French Speaking targetted), do you know by chance if this target also applies if the spouse is the one who has strong french?

In our case, my husband is the ppal applicant and has points with english IELTS. I add points to him, with my french (TEF).

It would be for the primary applicant, did you try checking scores by being a primary applicant and husband as dependant? And then if you also take ielts and show two languages proficiencies you might end up having a better score. As I don't know other factors in your case, so can only ask you to use calculator and see the results being the primary applicant.
