What do you mean by "resides in Canada"? Is your fiance a Canadian citizen or PR, in Canada on a study permit as an international student, in Canada on a work permit as a foreign worker, something else?
That doesn't quite make sense. You cannot apply for citizenship direction from a work permit. Either he has a work permit and is applying for permanent residency - or is a permanent resident applying for citizenship. Can you confirm which it is?
Just so you know except of few categories (accepted conventional refugee, spousal sponsorship, parents and grand parents sponsorship), you cannot just apply for PR.
You will have to be selected and invited to apply directly, or being selected and nominated by a province.
Just having a job in Canada is not enough.
It all plays down either how many points he has or if he qualifies for one of the other programs (PNP, Atlantic pilot program, Live in Caregiver..)
And for curiosity, did you think about option him to marry you and then to apply for a green card? Such way might be easier for him and for you as well.
