2018 Inland Application-Application Diary-Application Received Mar. 9th, 2018

Paper application was sent on March 7th,2017 and received 2 days later on Mar. 9th. My consultant told me to submit Notary Certificate of No Criminal Convictions on April 10th and sent me a screenshot of an application number starting with F000******.

Does it mean CIC already starts to process my application? If it is, it was 4 weeks waiting time.

I am waiting for the Notary, should be ready to submit within a week. Hopefully, it means that the waiting time is being accelerated? What do you think?
