I've been wanting to apply for EE as skilled worker and being preparing it since last year.

However, I was living with my girlfriend in my country of citizenship, and we broke up earlier this year. I kicked her out of my house with her belongings, and took away the engagement ring I gave her because I was upset.

I grew up in the US so I went back to the US shortly after our breakup. However after a month later I left my country, my girlfriend reported me to police for larceny for the ring.

The charge was initially dropped for being a couple's affair, but she persisted to sue me and I got fined $300 for it. And I couldn't do anything about it and I heard nothing about it until I got fined since I was back in the US, so the police couldn't reach out to me.

I got a university degree in my profession, valid work experiences, clean record in the US, nothing except the $300 fine in my country...

Would this make me inadmissible with EE or any other visa/eTA options? I'm just torn.

Larceny for personal property, fined for the minimum fine of $300

That most likely means you're inadmissible and won't qualify for rehabilitation for five years. Best bet is to speak with an experienced Canadian immigration lawyer to confirm.
 
And to answer your question - if you are inadmissible - you're inadmissible to enter Canada for any reason (EE, TRV/ETA, anything).

A TRP is not relevant to an Express Entry application. It is for persons who show a compelling reason to be temporarily admitted to Canada.

You can apply for a TRP. But that won't allow you to apply for EE if you are inadmissible.

How long can I stay in Canada with TRP? I am desperate in need of staying for at least two years. Also can I work while on TRP?

None of us can tell you that. If you are granted a TRP and for how long is entirely up to IRCC. If you are granted a TRP and it is at least six months in length, you can apply for a work permit.
