I think the sponsor (i.e. you) would have to be residing in Canada when he/she makes the application for family sponsorship. Also, the cutoff age for a dependent child is 22, unless the child was inflicted with a chronic physical or mental condition before the age of 19 and will have to depend on the parent for life (https://www.canada.ca/en/immigratio...nsor-your-spouse-partner-child.html#dependent). So if you are willing to establish a residence in Canada before your daughter's next birthday, then yes, it is possible.
