Which is the best place to attempt ielts in Kerala.

I think there is no such thing as best place. All places have the same rules and regulations, same paper.
It depends upon how prepared you are. I don’t think place will make a difference.

Rest factors also depend upon which place is nearest to you in terms of commuting from your home. All the best
