Arrested but not convicted

So my cousin was arrested for petty theft a week ago 2/28 and we are supposed to be traveling into Canada on the 15 this month.
His court date is on 22 of this month too.
We are from California.

Will be not be able to to cross over ?
I’ve been getting so many mixed answers :(

He will need to be cleared of the charges before he can enter Canada. CBSA officers will definitely ask him if he has been convicted or charged before and he will have to answer honestly to them.
