A normal photocopy of the canadian marriage certificate is enough or does it need to be a certified true copy?

a photocopy is fine. It only needs to be notarized if its been translated from another language.

Not correct. Any of the required documents needs to be notarized as a true copy of the original. Certification applies to translations.
