As far as I understand, one must study continuously in Canada full-time to be eligible for a PGWP. If you were to drop out of a school to attend a different one, would that count as disrupting your studies? What if you dropped out, returned to your home country, and reapplied in a few years? Will the previous attempts still make your studies be discontinuous?

For PGWP purposes, it shouldn't be any issues because the continuous studies applies only when the student is officially starting school and must attend classes full time and with no unscheduled breaks.

But for when applying for Study Permit purposes, CIC will look at your previous attempts as lack of capability to finish your studies and will reject your application.
 
Thank you for your response. I have a follow up question, what if the reason was for school change was for a drastic change in course of studies? I.e Engineering to Fine Arts.
