It's still not at all clear how you have applied for PR. If you have submitted an Express Entry profile - then you have to wait until you are selected before you can officially apply. If you are selected will depend on how many points you have.

No - it's not over. It doesn't sound like you understand Canada's immigration programs. You have a lot of very basic questions. You should hire a lawyer to assist you.

What are my options to bring my parents and my two siblings who are under 21 to Canada ? Me and my sister have become protected persons and I recently obtained my PR, and have been working. I have been in Canada for about 10 years now.

- Parents sponsorship seems to open only once a year, and I am not sure how easy it is to be selected.
- Applying for refugee for them is not a favored option, but can be the last option.

Are there other solutions ?

To qualify to sponsor your parents for PR either you or your sister must have 3 years of Canadian income meeting the minimum amount. If just 1 of you will sponsor 2 parents + 2 siblings, that is family size of 5 people. So to apply in January 2019 (2018 is already closed), you would need income of around $67,000 in 2016, 2017 and 2018.

Even if you do qualify, it's a lottery and may be difficult to be selected. If not selected you need to wait until the next year. Once your siblings turn 22 years old, you can no longer include them in an application.

If neither of you qualifies for income, then unfortunately there is probably no chance at all to get your parents to Canada. Due to your own refugee status in Canada, its doubtful any of your family will be able to get visitor visas to Canada. You may need to rely on meeting your family in 3rd countries (outside Canada and your home country) for the foreseeable future.

Thank you guys for answering my question. Since I still don't qualify to sponsor my family, I will hope that a new miracle program opens where it makes it easier to bring my family here.

You should not expect the programs to change. There are no plans for new programs.

Are they already officially declared as refugees by an organization like UNHCR?

As explained, expect you can only sponsor your parents once you meet 3 years of minimum Canadian income plus are selected for lottery. And expect you will never be able to sponsor any other family members (like siblings).

This will not change.

Sure - that could be an option provided you have already found an organization willing to sponsor them that meets the sponsorship agreement requirements.

This would also require them to have move outside their home country and be officially recognized as refugees.
