you can for sure. Apply license. Even if it opens earlier than your license, you can apply without license and submit when you receive it

This is the licensing body in Ontario for Professional Engineers. They look at your qualifications and they may have you do a couple of courses. You then get your permit to practice in Ontario. Each Province has one of these associations.
