Just want to ask how many weeks to receive.my passport(visa stamp) i send last Novemver 24,2017 but until.now didn't receive..i keep monitoring my return envelope..any contact number to call with..thanks..

You need to talk with your carrier. CIC takes 2-5 business days to stamp it, once it is stamped then it is up to mailing companies on how much they will take.

I have my return tracking envelope with me but still nothing..its been 3 weeks already..you any contact number to call..thanks..

You wouldn't know if an applicant who applies online for a visitor visa with home country ties but have their visa stamp in another country if they needed to travel soon and didn't get the visa approval until later?

Some VPC have this service. You will have to contact the VPC where you want to submit it.

Thanks for the reply. I have another question. Do applicants have to notify change of current residence while their visitor visa is processing? Like if someone applies from their home country and then leaves for another country while waiting for the visa.

No. TRV is given considering on submission circumstances.
